Governor Lee Appoints Mark Hayes as 29th Judicial District Circuit Court Judge

Tennessee Governor Bill Lee appointed Mark Hayes as circuit court judge for the 29th Judicial District to fill the Honorable Russell Lee Moore’s vacancy, effective immediately, according to a Monday press release.

The official Tennessee Courts Twitter account shared the news on the social media site Monday.

Judge Moore, who is retiring, was appointed to the 29th Judicial District in 1997.

The 29th Judicial District covers Lake and Dyer counties and is one of the five smallest in the state.

“Mark will bring extensive experience to this role, and I’m proud to announce his appointment,” Governor Lee said in a statement, also posted to Twitter. “I am confident he will serve Tennesseans with integrity and appreciate his willingness to serve.”

According to the press release, Hayes formerly served as a partner at Jenkins Dedmon Hayes Law Group LLP and has spent nearly 40 years in private practice. Hayes earned his bachelor’s degree from the University of Tennessee at Martin and his J.D. from the University of Tennessee College of Law.

Lee’s appointment comes after in November, the Trial Court Vacancy Commission met in Dyersburg to consider candidates for the vacancy in the 29th Judicial District. At the time, after holding a public hearing, the commission nominated two individuals – James L. Cresswell, Jr. and Mark L. Hayes – for consideration by the governor.

Ballotpedia notes that Tennessee Governors are responsible for appointing judges to the five-member Tennessee Supreme Court, the 12-member Tennessee Court of Appeals, and the 12-member Tennessee Court of Criminal Appeals.
